Anderson is proud to be bringing forward a detailed planning application for 38 high quality new homes on land off Moor Hall Road, Harlow. The site has been identified as suitable for development in Harlow Council’s adopted local plan.

The site
The site is located on the eastern edge of Old Harlow and has been allocated in the recently adopted Harlow Local Plan. The site is part of HS3 ‘East of Harlow’, an allocation for up to 2,600 new homes and associated infrastructure. Anderson is responsible for approximately 1.8 hectares of the East of Harlow allocation, and this is a self contained area of land and is subject to the proposals which we are consulting upon. The main vehicular access point to the development will be from Moor Hall Road to form a small cul-de-sac.
We are committed to delivering a highly sustainable development which reflects the character of Old Harlow. It has been designed to provide a benchmark for future development East of Harlow and features a number of innovative sustainability measures to reduce carbon emissions from new homes.
Proposals
Anderson is progressing a detailed planning application for the site that meets the ambitions set out in the Harlow Local Plan. This includes details around access points, design, scale, layout and landscaping and ecological enhancements.
New Homes
A mix of 38 high quality new homes will be delivered on site which includes 2,3,4/5-bedroom family houses. A proportion of these will be designated as affordable and a proportion safe guarded for residents who have a strong connection to the local ward. This will enable more residents to get onto the housing ladder including first time buyers, families looking to upsize or residents looking to downsize.
The proposals seek to reflect the historic character of Old Harlow with additional contemporary design features of well-renowned new developments across Harlow.
Sustainability
The development will include the highest sustainability measures and the scheme has been designed to be net zero carbon.
All homes will benefit from:
- A fabric-first approach to sustainable construction.
- Active electric vehicle charging points.
- Renewable energy sources such as solar panels and air source heat pumps on all homes.
- Sustainable drainage measures across the site.
- Enhancement of footpaths and cycle ways to improve connectivity.
Within Harlow’s Local Plan it states in Policy PL3 – Sustainable Design, Construction and Energy Usage that “new development will be expected to deliver high standards of sustainable design and construction and efficient energy usage, taking account of predicted changes to heating and cooling requirements as a result of climate change”. The development that is being proposed by Anderson is in line with adopted policies and designed to a high standard that reflects the character of Harlow and will benefit from high sustainability credentials.
Highways
The main vehicular access to the development will be from Moor Hall Road, which is the primary street ending in a T-junction.
Landscaping
The landscaping has been designed to complement the existing landscape both visually and aesthetically.
We intend to retain several the existing well-established trees on the site, particularly at the road frontage on Moor Hall Road. In addition to new planting, this will boost the biodiversity value of the site and ensure a net gain.
Sustainable Urban Drainage Systems will provide another feature on site and encourage new habitats to flourish.
